Response to a letter sent to the New York Republican Alliance Committee by its London counterpart, agreeing to join forces across the Atlantic to promote the spread of republican ideals in Europe, but with certain caveats: "we regret exceedingly that our conditions may not be as favorable as you might have the right to expect."
